Sanctioned Moscow Exchange Will List Bitcoin on December 1 as Russia Brings Crypto Trading Home

Moscow Exchange, Russia's largest trading venue, will open bitcoin, ether and Tether's USDT trading on December 1, the exchange announced this week, a move that puts bitcoin on the same screens Russians already use to trade Sberbank and Gazprom shares.

A SANCTIONED EXCHANGE OPENS A BITCOIN DESK

The launch is notable for where it's happening. Moscow Exchange and its clearing arm, the National Clearing Centre, have been under US sanctions since June 2024, with the UK sanctioning the exchange the same month and the European Union adding it to its own sanctions list in July 2026. Those restrictions will shape who can realistically access the new market, but they haven't stopped Russia's biggest bourse from building it anyway.

Trading will run on the exchange's existing stock market infrastructure during stock market hours, 6:50 a.m. to 11:50 p.m. Moscow time, with every trade cleared through the National Clearing Centre. Clients get same-day or next-day settlement from day one, along with swap transactions for managing liquidity. All three assets will trade in both addressed and addressless modes, with Russian and international instruments expected to be added to the list over time. Custody sits outside the exchange itself, handled by a new category of licensed digital depositories; Sberbank has already become the first Russian bank approved to hold bitcoin in custody.

THE LAW BEHIND THE LAUNCH

The new market operates under Federal Law No. 282-FZ, "On Digital Currencies and Digital Rights," whose main provisions took effect September 1, 2026. Under that law, non-qualified investors have to pass a knowledge test before they can buy in, and even then they're capped at 300,000 rubles, roughly $3,700, in annual purchases through a single broker. Qualified investors face no such ceiling. The structure mirrors a pattern seen elsewhere, including in the early days of US spot Bitcoin ETFs: access starts narrow, with sophisticated or high net worth buyers going first, before expanding to everyone else.

The December pilot isn't Moscow Exchange's first move into crypto. In September, it introduced perpetual futures tied to five crypto indices, including bitcoin, ether, Solana, XRP and Tron, restricted to qualified investors. More than 72,000 qualified investors have already traded those contracts, with turnover above 600 billion rubles, roughly $7.4 billion, a number the exchange has pointed to as evidence that demand already exists.

WHY RUSSIA IS DOING THIS NOW

Domestic crypto payments have been illegal in Russia since 2022, and that restriction isn't changing. What's changing is who gets to invest. For years, access to bitcoin in Russia, like in the US ETF market before it, was effectively reserved for institutions and high net worth individuals who could absorb the volatility. Opening retail access, even with a cap under $4,000 a year, is Moscow formally admitting that keeping ordinary citizens out of bitcoin is no longer politically or economically sustainable, particularly as foreign crypto platforms continue to pull back from the Russian market, leaving local demand with fewer places to go.

Whether the sanctions exposure on the exchange and its clearing arm scares off foreign liquidity, or whether the retail cap simply keeps the new market too small to matter in its early months, is what the first few months of trading after December 1 will show.
