Hagerty Says the US Holds 200,000 Bitcoin. Government Records Say 328,000.

Senator Bill Hagerty went on camera to talk up the Strategic Bitcoin Reserve's future. Instead, his own number for its present reopened a question nobody in Washington has answered: how much Bitcoin does the US government actually have.

THE NUMBER FROM THE SENATOR'S OWN MOUTH

In an interview published by Bitcoin Magazine, Hagerty put the government's current holdings at roughly 200,000 BTC, a stash worth about $16 billion based on his figure. He framed it as the product of years of criminal and civil forfeitures, money the Treasury is now barred from selling. The executive order bars the Treasury from selling bitcoin held in the reserve, and any additions must be budget-neutral, meaning taxpayer money cannot be used for open-market purchases under the order.

Hagerty was mostly talking about what comes next. "The timeline, a little bit hard for me to say right now because my priorities would be Clarity Act and the components of that first," Hagerty said, "but I think this is something that could come very soon after that." He also credited Senator Cynthia Lummis for building the legislative framework, noting that she will leave the Senate after this cycle, but said the framework she built "can certainly exist as we move forward."

THE OTHER NUMBER IS 328,000

The trouble is that 200,000 is not the figure most trackers and even other federal sources use. Estimates of the federal stockpile vary widely, from 198,000 BTC to 328,000 BTC. A breakdown of the government's actual holdings across agencies puts the number much closer to the high end: across the Justice Department, IRS Criminal Investigation, and the U.S. Marshals Service, the federal government is estimated to hold about 328,372 Bitcoin worth roughly $25 billion at current prices. Blockchain analytics firm Arkham lands somewhere in between, counting a stash that still makes Washington the largest known sovereign Bitcoin holder on record. Blockchain analytics firm Arkham counts 306,795 BTC, valued at approximately $24.54 billion, which would make Washington the largest known sovereign holder of the cryptocurrency.

None of these numbers come from an audit. The reserve holds roughly 198,000 Bitcoin, although no audit has confirmed the exact figure. Every figure in circulation, Hagerty's included, is an estimate built from scattered agency disclosures rather than one verified count.

THE GAP LINES UP WITH ONE SPECIFIC SEIZURE

The roughly 128,000 coin gap between Hagerty's number and the widely cited 328,000 figure is not random. The largest single contribution came from the Prince Group forfeiture, which added 127,271 Bitcoin, while the Silk Road forfeiture contributed another 69,370 Bitcoin. The Prince Group case is the Cambodia-linked pig-butchering scam seizure that effectively doubled the size of the reserve on paper when it was folded in. A number that excludes it looks a lot like Hagerty's 200,000, and a number that includes it looks like the 328,000 figure that sites such as bitcoin treasuries track.

Whether that's because a sitting senator is simply citing an older, more conservative figure, or because the forfeited coins sit in a different custodial bucket that isn't counted as part of the "reserve" yet, is exactly the kind of question an audit would settle and nobody has asked for one publicly. Most of that bitcoin arrived through criminal and civil asset forfeitures, including seizures tied to the Silk Road and Bitfinex cases. Whether the victims of the Prince Group scam ever see any of that Bitcoin again, or whether it is simply absorbed into the reserve permanently, remains an open question Washington has not addressed.

WHY THE NUMBER MATTERS NOW

The size of the reserve is not an academic detail. It is the baseline every future expansion bill gets measured against, and Congress is about to decide whether any of those bills move at all. Although the CLARITY Act passed the House in July 2025 and cleared the Senate Banking Committee in May 2026, the legislation stalled in the Senate in September. Until lawmakers agree on market-structure rules first, growing the reserve beyond whatever its true size is stays a talking point rather than a plan.
